When the instructions say "upload," they mean use an FTP application. I'm guessing from that error message that you were doing something else, but I'm not sure what. Could you be more specific about the steps you took to reproduce the error?
Try installing the plugin by browsing for it using the built-in plugin search and installation tool. That's probably the simplest way to do it.
Your instructions say just to upload the wp-db-backup.php file in the larger wp-db-backup file, and I did that, but I just got an error message.
